Webuild Staffing (www.webuildstaffing.com) is actively seeking a highly experienced Senior Biologist to support and help expand a growing environmental and natural resources consulting practice throughout Texas, New Mexico, Oklahoma, Arkansas, and Louisiana. This strategic, senior-level role is designed for a well-rounded professional who combines deep technical expertise with strong project management capability, established regulatory agency relationships, and demonstrated success in client development.

This position requires far more than technical proficiency alone. The ideal candidate must be equally comfortable managing active project workloads, mentoring junior staff, participating in fieldwork when necessary, and cultivating long-term client partnerships that drive sustained business growth. The Senior Biologist will operate in a dual capacity—serving as both a technical authority and a strategic contributor to the firm’s market presence and long-term expansion.

Key Responsibilities

Technical & Project Leadership

In this role, you will lead and oversee biological resource assessments, regulatory permitting efforts, and environmental compliance projects across diverse sectors including energy, transportation, utilities, land development, and public infrastructure. You will direct Waters of the U.S. (WOTUS) delineations, jurisdictional determinations, mitigation planning, and protected species habitat evaluations, including focused surveys and regulatory clearances. Responsibilities include preparing and reviewing Biological Assessments (BA), Biological Evaluations (BE), Environmental Assessments (EA), CEQA/NEPA documentation, water quality certifications, sampling programs, monitoring reports, and related environmental compliance documentation. You will provide senior-level QA/QC review of technical reports and regulatory submittals while ensuring scientific rigor, regulatory accuracy, and defensible documentation standards.

Field Operations

While primarily operating in a leadership capacity, you will remain actively engaged in field investigations as project demands dictate. This includes conducting or overseeing habitat assessments, wetland delineations, species surveys, compliance monitoring, and sensitive resource evaluations. You will ensure field protocols align with permit conditions and regulatory requirements while maintaining safety standards and data integrity.

Client Relationship & Business Development

You will serve as a primary point of contact for key public and private sector clients, maintaining strong professional relationships and identifying new business opportunities. Responsibilities include leading or supporting proposal preparation, scope development, budgeting, cost estimating, and fee negotiations. You will participate in strategic planning initiatives to expand service offerings and strengthen market positioning while representing the firm at industry meetings, agency coordination sessions, and professional associations.

Regulatory & Agency Coordination

A core component of this role is maintaining and strengthening relationships with federal, state, and local resource agencies, including the U.S. Fish & Wildlife Service (USFWS), U.S. Army Corps of Engineers (USACE), Bureau of Land Management (BLM), and relevant state wildlife and water quality agencies. You will coordinate permitting strategies, negotiate regulatory pathways for complex projects, and remain current on evolving environmental regulations and policy changes to ensure proactive compliance strategies.

Candidate Profile

The ideal candidate will hold a Bachelor’s degree in Biology, Ecology, Environmental Science, Natural Resources, or a related discipline (Master’s degree preferred) and bring 10+ years of progressive experience in environmental consulting, natural resources management, or regulatory agency work. Candidates must demonstrate strong technical expertise in WOTUS delineations, species surveys, habitat assessments, and environmental permitting, along with proven experience managing multi-disciplinary projects.

Established agency relationships, success in client management and business development, experience preparing budgets and proposals, and strong technical writing and QA/QC capabilities are essential. The selected candidate must also be willing and able to participate in fieldwork as necessary to support project execution.
